I want to buy foreclosed or abandoned realestate in Jackson County , or within Kansas City, Misiouri… I ride around all the time looking at empty buildings… how do I get a list of properties from the county tax office regards these properties.

http://www.bid4assets.com. You can participate in tax lien auctions and tax deed auctions. These include abandoned properties and properties that have long outstanding property taxes. Also check with your local county deed office.
A word to the wise however, acquiring abandoned property can be more detrimental than helpful sometimes. In addition to acquiring the property, there will be additional costs associated (liens). These include paying "yard fees" (the costs of the community maintaining the yard so it isn’t an eyesore).
Also, once you purchase one of these properties, it doesn’t yet belong to you. The county has to "quiet the title", which means a series of public announcements to find the previous owner. These can last several weeks, and if the owner is found, he has first right of redemption should he choose to do so. You’ll get your money back, but you’ve wasted all that time (about a month or more).
If no people can claim the property as theirs during this quieting period, then it is yours free and clear after you’ve paid all associated liens on the property.
And PLEASE, be sure to check out the property before you decide to place a bid or buy it. Some abandoned properties include tracts of land that are 7 feet wide by 100 feet long. What are you going to do with that? You can’t develop on it because of zoning, hence why its been abandoned. You won’t find these little inequities by just reading the listing sheet.
Anyways, good luck with your hunt though. Real estate has some valuable pickups if you are a shrewd investor. I’d recommend reading some books on the subject before you do anything.
